    Anyone knows if the new promotion counter will start from 0 for everyone or if shows all promotions you already have on a character?

      I think it shows all the additional promotions beyond legendary 3 you already have. The information is already stored in the savegames. There are also mods that visualize this information. They just add this extra information to the vanilla game now.
