Ok guys i need help ASAP, so I’m flying from Doha, Qatar to Minsk, Belarus via Qatar and then Belavia with transit in Baku, so technically the luggage interline agreement between the 2 airlines has been cancelled, so will I need a single entry visa to get my luggage and check in back to Belavia?

P.S: My transit time in Baku is 16hrs.
