I mean, sure, by all means, but I seem to remember from 16 that the secret service was really unhappy with all the outdoor venues and kept harassing the Trump campaign to pick more indoor venues because they’re much easier to secure. That’s why you almost always see the candidates in indoor rallies, and why Trump has almost exclusively been at indoor venues since the assassination attempt.
In addition, technically the Secret Service can’t really stop him. The relationship between ex-Presidents and candidates and their protection details and actual Presidents is much different.
The Secret Service can request no outdoor events (which they’ve done) but they can’t make the decision.
