    @[email protected] The problem is the city planning department sends warning letters to violators when they should be sending the police with handcuffs. Like everything with housing - developers, contractors, real estate agents, property managers and landlords corrupt illegal activities and fraud are treated lightly or as civil offenses rather than criminal.
