I’m trying to work what kind of film genre that would be.
Probably a mix between 1950s film noir (read: well-dressed white men in fedoras slapping hysterical dames) and 1970s blaxploitation film (read: well-dressed black pimps in capes slapping back-talking street workers).
The fusion of tropes probably means that the women depicted are either given cartoonish-level plot armour to endure the abuse, or, more darkly, never make it past the first scene.

In a perfect world, where all criminals white or blue are brought to justice under the same hammer, you would have a point and my heart.
But the world is not just; you know that, I know that, they know that.
Of course everyone is entitled to justice, but we do not live in that perfect world and haven’t lived in it for some time (or maybe ever?)
When the systems that we have in place to protect us consistently fail to do so in favour of a rich minority, vengeance becomes the only available recourse.
