The hijackers were just 19 random dudes, not commandos or spec ops. Their plan worked because it was a vector of attack that hadn’t been seriously considered and no one was really trying to defend against.
Their plan worked because somebody with authority over NORAD rescheduled a bunch of training simulations of commercial plane terrorist hijackings for the morning of 9/11. That vector of attack was calculated and they had the perfect defense from it. Somebody on the inside sabotaged those defenses.
