Thats the secret sauce in fascism. You pass draconian laws and only enforce them against the out group. Laws are enforced against “bad people”. “Good people” get a high five and are sent on their way. This is where the police come in as a sort of filter. Police are incredibly adept at sorting good people from bad people and deciding who the law should apply to. In the event a good person gets inadvertently wrapped up in your new law due to a rogue cop who attempts to apply the law equally you have fascist judges to set things straight and that particular cop will have a short career.

They want something to feel special about. Conservatives love getting away with stuff that is “wrong” and since society has normalized a lot of previously “wrong” behaviors these people no longer have anything to feel special about. Subjugating others is how they get off.
